FAA Part 107 generally covers commercial small UAS operations below 55 pounds. Registration, a qualified remote pilot, airspace, visual-line-of-sight, operations over people, and other mission limits also apply. Operations outside the rule need a waiver or another approval.

At or above 55 pounds, operators need a different registration and approval path, including case-by-case federal authorization. Weigh the aircraft as it flies, with water or another substance aboard.

FAA guidance distinguishes ordinary flight authority from dispensing chemicals or agricultural products. The substance, intended use, weight, and mission determine whether Part 137 and exemptions apply. The substance and the mission decide which rules apply, so document that review.

Insurance is also a stack. Ask separately about business liability, aircraft hull, aviation liability, and damage caused by water or chemicals discharged from the aircraft. Your broker and customer confirm limits, forms, and endorsements.

Property permission, pedestrian and vehicle separation, crew roles, weather, utilities, wash-water handling, surface testing, and emergency procedures belong in the job plan. OSHA and local environmental rules may apply to the crew and site even when the aircraft operation is authorized.
