The Legal Risks of Drone Cleaning and How to Control Them

FAA Part 107 generally covers commercial small UAS operations below 55 pounds. Registration, a qualified remote pilot, airspace, visual-line-of-sight, operations over people, and other mission limits still apply. A waiver or other approval may be needed when the operation falls outside the rule.

At or above 55 pounds, operators generally need a different registration and approval path, including Section 44807 relief where applicable. Do not use dry aircraft weight when the operating configuration carries water or another substance.

FAA guidance distinguishes ordinary flight authority from dispensing chemicals or agricultural products. The substance, intended use, weight, and mission determine whether Part 137 and exemptions apply. Water is not automatically a pesticide, but the actual cleaning operation still needs a documented review.

Insurance is also a stack. Ask separately about business liability, aircraft hull, aviation liability, and damage caused by water or chemicals discharged from the aircraft. Exact limits, forms, and endorsements need current broker and customer review.

Property permission, pedestrian and vehicle separation, crew roles, weather, utilities, wash-water handling, surface testing, and emergency procedures belong in the job plan. OSHA and local environmental rules may apply to the crew and site even when the aircraft operation is authorized.
